That is to assess the state-owned property rights in hotel industry, and make the actual gain or loss as the basis to examine the achievement of the new hotel management group, or use it as the net asset to cooperate with new strategic investors. The Provincial State-owned Asset Management Committee (SAC) could exchange the enterprise shares with the SAC of the local authorities, and encourage their mutual holdings of state-owned shares to propel the joint stock reform of key enterprises. Through the allocation, stock exchange, investment to form a new hotel management group. The short term goal is to preserve and increase the value of state-owned capital. The medium term objective is to withdraw state capital to the proportion of 51%, and the long-term goal is to completely withdraw the state capital from the hotel industry.Once the Hotel Management Group is established, it should be implemented professional management. The expert will carry on the task of enterprises' restructure, and adopt various methods to realize group operation in a short period.
