The Research Of “The New State-owned Enterprise” Development Issues

State-owned enterprises are a very crucial part of state economic and also the foundation of Chinese economics. The range of state-owned enterprises’ business covers almost all the important industries of China, and the influence from those enterprises is also larger than the other kind of entities greatly. In 2003,China established the supervision and administration community of state-owned assets; it was the first time that separated the government public management functions from the role of the founder of state-owned assets in the set up of government’s divisions, and it also break through the institutional barriers during the reforming of state-owned assets management system,differentiated the government,enterprises and assets, created a new form of state-owned enterprises that balance the rights and responsibilities in the management of state-owned assets. The most significant difference between the new form and traditional state-owned enterprises is the new form enterprises are operated in a competitive marketing environment, and occupies modern enterprises’ property right system and market-oriented enterprise management system,it showed its strong vitality quickly in several clusters throughout the nation since it were created. Meanwhile, the new form state-owned enterprises also have some problems in the new development background, some of those problems are traditional institution problem, and the others are the new problems in the new development background. Therefor the only way to analysis the experiences and provide important reference for state-owned enterprises’ future development is studying the development process of China’s new state-owned enterprise reforming based on the development of historical background and the level of productivity.This article use case and theoretical study methods, firstly analyses the development process of state-owned enterprises, repositions the new form of state-owned enterprises,and explains the concept, characters and current development status of this kind of enterprises. The second part of this article describes the CSPC(Shijiazhuang Pharmaceutical Group Co.,Ltd)’s industry status, strengths and weaknesses in the external environment, and also the problem from business and regulatory operators, and deeply analysis current issues and obstacles in the development process of new form state-owned enterprises based on the actions that CSPC used to deal with their development obstacles. Furthermore this article illustrates the practical solutions regarding the efficiency, industrial structure, supervision and cultural management of new form of state-owned enterprises based the essential instructions from Eighteenth National People’s Congress in order to analysis and improve the new form of state owned enterprises in a deeper level and also in both macro and micro point of view.
