Value Re-establishment Of State-owned Enterprise And System Transformation

Facing to the requirement of setting up socialist marketing economic system and the fact of current reform development of state-owned enterprise (SOE), there are two kinds of trends for us to pay attention. One is that only emphasize on SOE's economic benefit maximization under the market economic system and require SOE to change according to this orientation, but neglect the reality of socialist market economic system set up in China; the other is that emphasize on SOE's economic benefit maximization, but neglect the requirement of SOE to economic benefit under the market economic system. Both the above trends are not comprehensive and not favorable to management system reform and change of current SOE. Taking Shandong Lukang Pharmaceutical Group Company, one of the four largest manufacturers of antibiotic industry in China, as an example, this article discusses and probes this issue using historical basic theory and method in combination with relative theory and method of economics and management. The article put forward that SOE reform should defer to and stand on the historical practice of SOE reform in China, study emphatically on some typical case to obtain more understanding of SOE reform, and further more conduct analysis, induction and judgment of general historical rule. SOE reform should not only refer to historical experience but also pay attention to existing deficiencies and problems; not only refer to western modern enterprise system theory, but also consider fundamental realities of the country for developing socialist market economy, finally find out a development path of fulfilling its mission, continuously system innovation and paying attention to both economic and social benefit. State-owned enterprise should re-establish its value and conduct system innovation based on such modern enterprise system.
