Power industry is an important infrastructure industry, which influences society greatly, and its technology characteristics are complex, it is also a natural monopoly industry which the control contents of government is abundant. The control and competition problems of power industry are active topics in the area of industrial economics, it is also focus problem of electric power system reform in china, and the control of power price is emphasis and difficulty. With the study development of technology and network economy theories, this traditional idea that the whole power industry is a natural monopoly industry is taken more challenges, people realize that it should import competitive mechanism at power generation & sale of power industry, which is known as relaxing control; the power transmission and distribution should be managed monopoly for a long time, but the means and methods could be reformed. Now, the electric power grid invests are small, the development of it is lagging, and the models of power transmission and distribution price control is not developed. So it is very important that we study the current models of power transmission and distribution price control, the same to establish and perfect it for electric power system reform in our country.This paper carries out a systemic and in-depth research on the theories and methods of the price regulation, the central issue of power transmission and distribution of our country power industry.First, this paper from the natural monopoly industries and price control theory expounds the definition of the natural monopoly industries, the basic characters and the edges, and the power transmission and distribution areas of natural monopolies for further analysis. Due to economic and technical reasons, making a strong area of power transmission and distribution of natural monopoly, so it should continue to use the monopoly market structure, the government should focus on implementation of control.Secondly, the paper carries out in-depth research on power transmission and distribution price control. Starting with the control concept, Chinese current situation and power transmission and distribution problems should be solved, this part proposes the purpose and significance of power transmission and distribution price control, and the basic principles of price controls and content. Along with the electric power market of electricity generation side established and the improved, the power distribution side market reform also gradually develops, and many Western countries to introduce competitive in the power distribution side also had control reconstruction. On the basis of the western nation mature electric power market power distribution side control research, our obtain that in our country, the power distribution market control system reconstruction key point is: in the area of the introduced competition to ensure effective competition, in the natural monopoly component to establish the incentive control system . Then, the paper makes the further introduction and the analysis on the existing models of power transmission and distribution price control and its effects of different control models.Thirdly, this paper introduces a new regulation method----benchmarking, and makes the summary introduction of the DEA-based benchmarking .DEA model in the European countries in the power industry control practice has been used widely, and the control program has come into service quality factors, thus enabling the application of the control program closer to reality, more practical.Then, this paper presents DEA model of the evaluation of the relative efficiency of power transmission and distribution companies, and studies the DEA models used in the 12 power distribution companies. In an analysis of the calculation results, this paper makes further research based on the DEA on how to use the results to determine the X value of efficiency factors .Finally, on the basis of price control theory and method of the analysis, with Chinese national conditions and experience of foreign countries, this paper gives the current stage of Chinese power transmission and distribution price control model, and puts forward the i ndividual suggestions on the property rights of China's power industry structure and the control mechanisms.
