China abolishes the Agricultural tax comprehensively form 2006, which is meaningful for the reform of the Chinese Agriculture. The reform of township governmental organizations will move fast as the abolishment of the Agricultural tax. How to Building up a new countryside in China is an important issue. This paper will use four kinds of perspectives to research this issue, what are theory combining practice, standard research combining demonstrative research, comparative research and static research combining dynamic research, to get a universal conclusion of this issue. This paper first review the process of the evolvement of the reform of township governmental organizations, and answer why the reform must happen. In the reform there are many problems, such as the design of the system is illogicality, the NGO is less as they are, the debt of the township governmental organizations is heavy, and the rule of it is not clear, and so on. There are many reasons account to these problems. This paper will research the rural governance and township government reform by China Institute for Reform and Development, and analysis the cases about Hong'an County in hubei province and yuanjiang city in hunan province. In the end, this paper will raise some advises for the reforms, such as to disjoin the power of the township governmental organizations, built a complete rural service system, enlarge the scale of the township, develop the NGO energetically, built a new assess system for the township governmental performance, lessen the debt of the township governmental organizations, advance the process of the building of the rural democracy, and fast the development of the economy, and so on.
