Agricultural Tax Era Township Government Supply Of Public Services. Research

China abolished agricultural tax in 2006 and it marks that from the time on China has entered the post-agricultural tax times. It is a historically important act that has great practical significance in reducing the burden on farmers, promoting the development of rural economy and society, and building a new socialist countryside. In post-agricultural tax times tax collection the main function of township government is nonexistent. To adapt to the global public administration development and the process of Chinese socialist modernization, township government, as the end of government power transmission system in China, its administrative function will certainly have great transition. The main function of township government has transformed from providing top-down administrative management in rural areas to concentrating resources of all sides to offer better and more extensive and efficient public services. The grave problem of reality is that agricultural tax exemption brings both economic and administrative pressures to township government which reflected in insufficient funds and limited function playing, and the traditional public service model of township government increasingly exposed some deep-level defects. Encountering unprecedented challenges the public service provision model of township government needs prompt innovation.The paper applies public service thoughts from those classical theories such as theory of government functions, theory of new public services, theory of whole of government etc. as the guidance, through analyzing the problems and difficulties of public service supply of township government in post-agricultural tax times, basing on the current actual situation in underdeveloped rural areas in China, and by drawing on the successful practice of Tianyang County, Guangxi Province, where"things in villages just served there",i.e. extending public services to villages via longitudinally integrating public service resources in counties, townships and villages three grades and laterally constructing six public service systems, the paper explores government-led and multi-agent involved township public service provision model and introduces some specific ways of supply: First, reconstruct the value and promote the spirit of public administration of township public services; Second, optimize the overall structure of township public service provision and strengthen public service functions; Third, improve the system of transfer payments and rationally allocate public service funds; Fourth, diversify public services and strengthen external cross-border collaboration; Fifth, foster public spirit-led civil society and establish an integrated information network of township public services.
