In the time of world-wide globalization in economy, enterprises improve their market competition capacity by varies measures, and cost, quality and delivery compose the core of competition capacity. Normally, the cost of products is mainly determined in the design phase, and now design around cost is a new conception of product design, which considers every cost factors in every stage of its whole life circle in design phase concurrently. This paper takes product functions as its research object, discusses methods of cost control in design phase, emphasis on target cost distribution of product based on value engineering theory"cost accordant with function".After describing conception of product cost and conception of escalator,review several cost control methods which correlating design. Through discussing product functions, orientate market according to function requirements; discuss methods of obtaining function importance weight combined to function-design of escalator. Then give detailed introduce to the principle of target cost management, research the distribution methods of target cost management based on functions, and describe the implement procedure of the target cost management based on escalator design. At last, apply target cost management and value engineering together to escalator improvement design procedure, realize redistribution of function cost and anticipated target cost. The actual effect of cost control in design phase represents a good future in application.At the end of this paper, a conclusion is made on the main research work, and the future research directions and fields related to this thesis are put forward.
