With the end of the transition period of China's accession to the WTO, a large number of SME gain access to the import and export right and win a broader development space r. For these enterprises, international operation has become their strategic choice and the must way to growth.During their integration process into the globalization, SMEs are facing many risky factors because of their own shortcomings.Among the discussions of SMEs internationalization, currently academicians focus mainly on the research to SME internal motivation. But how to promote through external forces, especially using forces of government or public service agencies, detailed researches and analysis are not available to the operativeness and feasibility.The author thinks we should take advantage of our existing trade promotion economy in current administrative system to promote SMEs international operations. Whether from the point view of cost or effectiveness, it would be a win-win choice for both the government and the SMEs. It has positive and practical significances to study how to develop China's SMEs through trade promotion economy.The paper emphasizes particularly on the practice of SMEs'foreign economic and trade exchanges, and study how to establish a more positive and effective trade promotion mechanism to speed up SMEs'process to international operating. The paper includes five chapters: Chapter one is the introduction. Chapter two is on trade facilitation, the SME-related arguments about international operations, and the practice of international trade promotion mechanism in accelerating the internationalization of SMEs. Chapter three is to analyze the present status of China's trade promotion mechanism and the obstacles to SMEs'internationalization operating, especially analyzing the insufficiency of China's trade promotion mechanisms for the service to SMEs. Chapter four are policy recommendations, the suggestions of putting forward positive and effective trade promotion policies and building up trade promotion mechanisms to provide innovative services to the SMEs.Chapter five puts forward the suggestion of promoting "China Chamber of International Commerce" to be a purely nongovernmental organization of trade development.
