Study On The Salt Transportation And Sales System Changes During The Nanjing National Government Time

Institution is the key to understand the history and one of the important factors of modernization. The practice indicats that, the effectiveness of system changes have a direct bearing on the process of modernization. Salt management system has always been one of the important issues in Chinese economic history study. And salt transportation and sales system is the backbone of the Salt management system.Its reform and progress can reflect Chinese modernization process to a certain extent.The period of Nanjing National Government during 1927-1949,is an important transition period of Chinese modernization. During this period, salt transportation and sales system reform was remarkable, but it also encountered a lot of difficulties.The investigation of the salt transportation and sales system changes of Nanjing National Government and the specific display of this process can help us deepen our understanding of Chinese modernization.This paper studies on salt transportation and sales system and divides the Nanjing National Government time into periods 1927-1937 and 1937-1949 these two stages to inspect. Then,this paper analyses the historical background, the objectives, policies, practices, the basic effectiveness, and the struggles and contradictions of the salt transportation and sales system changes of each stage. It tries to use Industrial Economics tools to analyse the performance of the salt transportation and sales system changes.It also uses the New Institutional Economics Theory to analyse the objectives and the motivation of the salt transportation and sales system changes.Besides,it uses the modernization theory of the Comparative Politics as a reference to analyse the role of the national government. The research indicats that,the salt transportation and sales system changes was started in a formidable environment, intertwined with the benefit and contradictions of the government and various social groups.The government adapted the salt transportation and sales system to new requirements,especially abolished the salt merchant monopoly and actually promoted China to salt administration modernization forward.The historical role of the Nanjing National Government should be affirmed.
