"Science-technology constitutes the first productive forces."This has already become a publicly recognized fact. Science-technologies (sci.-tec.), especially high ones, have great as well as all-round impacts on human beings'society. Sci.-tec. itself is applicable to all sides of the world as well as value-free. However, once sci.-tec. itself is studied and applied by some actors, what can be firmly concluded is that its study and application will be influenced and controlled by this actor and therefore it will no longer be value-free and will be re-directed to another direction.Cooperation is a main stream in contemporary international relations and international high sci.-tec. is an important part of it. Due to the fact that International high sci.-tec. cooperation is conducted and controlled by different international actors through some certain cooperative ways, therefore, such cooperation will be influenced by the participants'series of issues. The most important issues among them and at the same time have the greatest impact on international high sci.-tec. cooperation ones, are international political and economic factors.Since the establishment of New China, it has been paying great attention to the development of foreign friendly and cooperative relations. The argument on Chinese society's principal contradiction by the central committee of CPC"the one between the ever-growing material and cultural needs of the people and the low level of social production"make us attach weight to the exchange and cooperation in terms of economy and social culture in order to increase domestic productive force rapidly. Therefore, sci.-tec. was attached great importance by China as it is the most active ingredient among social production. China has carried out a series of international sci.-tec. cooperation. However, due to various reasons of international politics and economy, cooperation like this is not all going well.The first chapter first briefly concludes the definition of international cooperation and defines the vague concept of high sci.-tec. in terms of its extension. Finally it defines the concept of international high sci.-tec. cooperation combined with the definition of international cooperation. Then in the first chapter it analyses the positive and negative effect of international politics and economy factors in international high sci.-tec. cooperation. At last, the dissertation reviews the historical process of China's participation in international sci.-tec. cooperation,especially high sci.-tec. cooperation, and concludes its characteristics.In order to prevent the dissertation from being too large and meanwhile to chase the contemporary front-line situation of China's participation in high sci.-tec. cooperation, the second and the third chapter choose"Galileo Project", which is cooperated by China and the EU, to be the research subject. The project is the largest sci.-tec. cooperation project between China and the EU. Meanwhile, the project contains great political, economic and military meanings and thus has a high research value.In the second chapter, the dissertation first introduces the basic situation of Navigation Satellite System (NSS). Meanwhile, it briefly introduces the contemporary progress"Galileo Project"has made and China's participation. Then, it analyses the main international political issues in"Galileo Project": the great values of the project towards China and the EU; influence by China-EU friendly relation and common strategic interest; restricted effect of China-EU divergence in other aspects and the different attitudes of the U.S. and Russia. Finally, it also analyses the international political influence of"Galileo Project".In the third chapter, the dissertation first introduces technology economics theory about technology innovation's effect on economic growth. Then, through statistical analysis, it argues that navigation satellite industry is experiencing its fast-growing period. Due to Galileo System's advanced technological innovation and its advantage as a new arrival, it will seize relatively large market share and produces great economic interests. There will be two big influences by such economic interests: one is the driving force for China's participation due to China can receive great interest from it and the other is its impact on the contemporary hegemony of navigation satellite industry---the U.S., it will surely adopt some certain restricted measures to the project.Finally, the dissertation concludes that although international political and economic issues will constitute some certain hindrance effect on China's participation in the"Galileo Project", the driving effects of these same issues will be larger. Generally speaking, as long as China can have a clear understanding of the benefits brought by international high sci.-tec. cooperation, China's participation in the international high sci.-tec. cooperation will continue.
