With the rapid development of the economy, the emerged high-tech sector, the penetration among the subjects, the growing field of science and technology, research developed much faster, some of the major scientific research projects became increasingly global. The environment, the atmosphere, Marine areas also need further research, scientists from various countries need to participate. Governments have attached great importance to have taken effective measures to support the national scientific and technical personnel to participate in international cooperation and attract foreign experts and scholars to participate in national scientific research. The ownership of intellectual property rights in International cooperation in science and technology has become more important. In this paper, I have made a comparative study of the system:The first chapter is mainly discussed international cooperation in science and technology content, form and type, as well as their legal and available in the form of intellectual property rights mainly done in detail.The second chapter is about the international cooperation in science and technology on the ownership of intellectual property rights theory and the principle of attribution of the feasibility analysis, so as to further international cooperation in science and technology in the primary ownership of intellectual property rights.Chapter III of this article is illustrated the international scientific and technological cooperation in intellectual property disputes ownership of the cause: their own characteristics of the intellectual property rights ,the different interests of the main areas of conflict; the national differences in the intellectual property system. Put forward a solution: the use of specific issues in the legal agreement of the parties to respect the principles, improving the relevant laws to solve the problem, providing a clear legal support for the introduction of third-party intermediary referee, specified the ownership of intellectual property rights.The final chapter is mainly about the scientific and technological cooperation in intellectual property rights vested in the status under the premise of the analysis, put forward to improve our country's scientific and technological cooperation in intellectual property rights vested in the system of the two proposals.
