Study On The Geographical Pattern Of The Urban Infrastructure Financing Between Changchun City And Shanghai City

Through the studying of related literary , this article discovered that domestic study of urban infrastructure financing pattern put much emphasis on the introduction of foreign patterns. However, considering different economic and society condition,these studying has little application in China because it is insignificant to compress these financing patterns which are invented in foreign area into realism of developing area. Because of these, it is rational of this article to compare the financing mode of Changchun City to Shanghai City.This article takes Changchun City and Shanghai City for example firstly. And then compares their financing pattern and obtains the conclusion. At last the writer analyzes the causes,and gives out the advices.The article has been divided into five chapters.In the first chapter, the investigative background and meaning have been introduced; also some important definitions are explained.Through studying on the related theories, the writer know that internal scholars pay more attention on the input of foreign financing modes, which are invented in foreign country and may not be valuable in our country too. But they ignore the differences of the economic and social circumstance among different cities.In the second chapter, three basic theories have been introduced as follows: urban scale benefit theory, theory of the government's public products goods supply and project differentiation theory. The three theories provide important principles for the rational analysis and policy advice.In the third chapter, the writer contrasts the financing mode of Changchun City and Shanghai City from three aspects: the financing canal, the source of financing andIn the fourth chapter, the writer analyzes the rations of influence of the differences of urban scale benefit, the public products supply and local finance surrounding between the two cities.It has listed three principles which are very important to accomplish the innovations of government functions and also will benefit to adjust and position the government roles again. In the last chapter, the writer gives some advices both for the developing cities like Changchun and the developed cities like Shanghai. Firstly, every area should choose the right financing pattern to develop their urban infrastructure. Secondly, the developing areas should improve the proportion of financing patterns on the market. Thirdly, the financing patterns should be innovated in the developed areas in China.
