The Research On The Innovative Enterprise Evaluation

To become an innovative country is an important national strategy of our country. To achieve this goal successfully, the most important thing is building innovative enterprises. A large number of high level innovative enterprise groups are an important support also the decisive force of innovative country. The key to the construction of innovative enterprise is innovation; it not only includes technology innovation but also the innovation of other aspects. Along with the continuous development of the world economy integration and the continuous increase of openness of every country's economy, international competition has become fiercer, especially after our country joined WTO, the domestic enterprises face not only the competition of local area, own industry and native enterprises but also the challenges of multinational enterprises which have advanced management, powerful technology innovation ability and abundant funds. In this situation, if enterprise wants to remain invincible in the fierce market competition, it must improve its ability in innovation. Improving the ability of enterprises to innovate, accelerating the production equipment to update and improving the production process is the decisive factor also the only way for the enterprises to develop and seek survival.Developed countries study the innovative ability earlier, from 1912, in which year Austrian -American economist Schumpeter proposed it in his book"economic development theory", and later in more than half a country, there have also been States sociologists, economists and management experts who did research on this issue. In the respects of innovative ability connotation, construction elements, establishment of evaluation index system and so on, they all have in-depth studies. Over the last 10 years, on the basis of enterprise technology innovation, state and region innovation system construction research, our country is also gradually carrying out research on other areas. Technology innovation is market-oriented, so as to enhance the competitiveness of industries as the goal. It is sum of series activities through a new product or a new process envisaging, after technology acquisition, engineering to industrialization the whole process. Though the innovative ability of innovative enterprise means the ability to become enterprise all aspects innovation to economic benefit, and the ability to promote the enterprise development. There are several methods to evaluate the enterprise innovative ability such as fuzzy mathematics, AHP, principal component analysis and so on.The researches in our country have focused on the establishment of evaluation index system, and empirical studies on the evaluation of innovative enterprises are also respectively rare. Therefore, in this paper, on the basis of home and abroad research results, we do empirical studies in view of Changchun City enterprises.Through the studying and drawing innovation, economics, management and the field of science and technology research results, we study innovative related information and the establishment of index system. We also consider the three areas of innovative enterprises evaluation logical perspective, innovative enterprises evaluation index system and innovative enterprises Empirical Study as the major contents of this paper.In this paper, in the aspect of innovative enterprises evaluation logical perspective, we divide the innovative enterprises into four logical perspectives through the application of innovation process and innovative enterprises related theories, through which we evaluate the innovative enterprises. Simultaneously we analyze the four logical perspectives i.e. the concept and level division of innovation ideas, innovation ability, and innovation mechanism and innovation performance.Through the analysis of four perspectives, following the principles of index design that the systemic principle, the principle of comparability, workable principles, systemic principles and guiding principle, and on the basis of previous studies, we establish the innovative enterprise evaluation index system, and choose innovation ideas, innovation ability, innovation mechanism and innovation performance as 4 fist level indexes, and subdivide 13 second level indexes and 37 third level indexes.After the establishment of index system, we do empirical study on Changchun City innovative enterprises through principal component analysis. In the sampling enterprises principle, 10 enterprises are chosen to been studied. First we introduce these enterprises briefly, and then analyze the obtained data by the method of principal component analysis, and last we sort the 10 enterprises in their innovation ability. The conclusion is in line with the fact, and that proves the feasibility of the index system.we use the methods of combination of standardized research and empirical analysis, combination of qualitative analysis and quantitative analysis, comparative analysis and system research synthetically. In the course of study, we emphasize that the authenticity of the data, systemic and the practicality of the quantitative method, so as to reveal the status and characteristics of the Changchun City innovative enterprises. This is the reason why the paper is innovative. This paper will be of great value to the enrich and deepen innovative enterprise theory, innovative enterprise index system establish and innovative enterprise empirical study. It also provides a theoretical basis and reference for Changchun City to adjust innovative enterprises and improve innovation ability and adjust and develop innovation policies. This is of great practical significances to revitalize the old industrial bases in northeast China and development Changchun City's economic.
