Study And Application Of The Index System For Measuring And Evaluating The Urban Informatization Level

In a situation that ecomonic and information globalization are accelerated the development of, the informatization has already become one of the key competitiveness elements in the global competition of a country or an area. It is the key to obtaining decisive occasion of economic and social development too. And the urban informatization is the joints of regional informatization, domain informatization, enterprise informatization and social informatization, it is the epitome of the national informatization in this aspect.In recent years, informatization application already becomes the inevitable choice that will bring about leapfrog develop. Urban informatization is in the accelerating period, but there is no a scientific and autoritative index system for measuring and evaluating the urban informatization level. So, it is in urgent need of strengthening the study on measuring and evaluating the urban informatization level. They will help us to compare the informatization level of uubans in vertical and horizontal direction. And they will offer scientific and objective basis for predicting the development of urban informatization.The main purpose of this paper is to seek to the suitable index system for measuring and evaluating the urban informatization level. This paper introduces the understanding of informatization and urban informatization briefly at first, and then studies and assesses the method of measuring and evaluating the informatization and urban informatization level, and then draws useful theory and experience from them. This paper explains the design principle of the index system for measuring and evaluating the urban informatization level, the method of choosing the index and setting an index system. This paper will designs an index system, and then explains the indexs on by one. And this paper tries to confirm the corresponding weight for each index and determine the method of calculating the index. The paper uses the index system to compare the informatization level of Shanghai and some other international metropolises. And then based on the analyses of the advantage anddisadvantage of Shanghai's urban informatization, we will give some suggestions of Shanghai's urban informatization.
