The Influence Of REACH On China's Relative Industries And Countermeasure Analysis

Nowadays, although the trend of globalization is irresistible and the international trade is blooming, with some reasons, there are always resistances caused by trade protectionism.Technical Barriers to Trade, as a notaries and invisible way, become the effective tool of trade protectionism, and raising the status from which the developing countries entering into the market of developed countries. Recently, all kinds of TBT emerge in an endless stream. On June first of 2007, the REACH, which is Restriction, Evaluation Authorization and Restriction of chemicals, finally came out. These article analyses REACH and compared it with formally TBTs, at last concluded suggestions and solutions towards petrol chemistry, textile, medicine and electronics. Introduction starts with the main containing and tools of REACH, and then takes the current situation as the background in order to review the fact that China is suffering from REACH and gives the importance of this article. Recently, the bilateral trade value between China and EU is at the trend of growing, especially the amount of chemical relative industries trade. In 2005 the trade value of chemicals between China and EU is 167 million dollars and referring 32453 China companies. In 2006, the amount is up to 198.71millon dollars and referring more companies. Of these, the export from China to EU is 97.53 million dollars and the import is 101.18 million dollars. It is obviously that the trade to EU takes an important role in China's total trade value. Therefore how to deal with the new law, what measure should we take is of the most importance of all.Chapter one will probe into the main idea and the growing progress of REACH, find the characteristics of REACH, as to referring more products, clear and definite deadline of registration, the change of responsibility and so on, also make clear that although REACH has changed its form and containing, calling its main aim is to remain and raise competence of EU's chemical products, lift the transparent of chemical information, it surely gives greater obstacles of free trade. So, how to deal with REACH will be one of the great subjects in China's trade to EU.Chapter two takes a mathematics analyses of how REACH influences EU and the whole world, and probes into the influence on the internal part of EU, the whole chemical industry and the globe respectively. Conclude that: first, REACH will raise the inside cost of EU's chemical manufactures; second, REACH limits the import and export of chemicals of EU; third, at the view of globe, REACH will cause a ripple effect which will lead to a more strict TBT in global area.Chapter three analyses how REACH effects on China's chemical relative industries.Firstly it talks about the trade situation of chemical relative products between China and EU. According to the custom data, from 2002 to 2007 the trade value of chemical grew fast, from 70.7 million dollars to 263.8 million dollars. 8 years of this period the amount of export from China to EU grew from 29.9 million dollars to 142 million dollars. As to China chemical information center, in 2007 China had export chemical referring 923 custom Nomenclature, 12436 enterprises exported 10 tons or above, 798 enterprises exported 1000 tons or above. The total situation of chemical trade of China is: export mainly on Labor-intensive, low additional value, high risk products, exporters do not pay much attention to foreign laws, the measure deal with TBT is out of date, the ability of risk resisting is weak. Furthermore, the data detected by nation is hardly recognized by developed countries, making enterprise in a hard place to face TBT. So this part of the article mainly takes the characteristics of China-EU trade as a presupposition to discuss the characteristics, the conditions of it's emerge and its world-wide influence of REACH, so as to conclude a measure to deal with REACH.Secondly it begins with the 4 main industries to analyses REACH and paves way for the nest part. Because petrochemical, textile are two of the most important industries in China, IT is developing and China is also a great importer and exporter of medicines, so this article handles with the four industries just referred to and analyses the influence caused by REACH.Chapter four follows the above and makes a set of measures. That is: advertise REACH, hold on pre-rescission period, speed up our chemical law's making progress, make efforts to develop international recognition, push over international standers and so on.The last part remarks the importance of studying REACH. Conclude on facing the new TBT of EU what attitude should we take what should government and enterprises do and when to do. By analyzing REACH, we should take measure as soon as possible, and establish complete trade system.The main research results of this thesis are as follows:1. Analyses REACH in details and concludes the containing, characteristics and background of REACH.2. Deeply studies main tools of REACH and analyses REACH dialectically.(1) Positive influences: in the long run, REACH will improve our enterprise's competitiveness in the international market.(2) Negative influences: in short term, REACH will not only effect on China's exporting to EU but also cut down China's befit from trade.3. Analyses petrol chemical industry, textile industry, medicine industry and electronic industry and gives measures respectively.
