| In view of the experience of the medicine industry of developed areas, industry cluster is an important way to cultivate and enhance the competitiveness of medicine industry in which traditional Chinese medicine has great potential and prospects for development, and has become one direction of the world's drug research and the medicine industry development. At the same time, China, as the birthplace of traditional Chinese medicine, has rich resources and strong traditional Chinese medicine civilization and brings up hundreds of thousand Chinese medicine professionals. These advantages are unique that no country can match. So the traditional Chinese medicine industry is the industrial field which most likely to achieve the international market competitive advantages in the context of economic globalization and in the period of Chinese new historical development.In terms of national competitiveness strategy of the medicine industry, government must be based on the overall situation, will promote the development of modern Chinese medicine as the country's long-term strategic task, at the basis for the development of industrial clusters, and give full play to Chinese medicine's characteristics and advantages. In China, the traditional Chinese medicine industry of Shanghai, Beijing, Guangzhou, Jilin has a cluster of embryonic form, but to this day there is not a sound development area of traditional Chinese medicine industry cluster. With the accession to the WTO, intellectual property protection constraints,the fierce competition in domestic and foreign enterprises, and the central "revitalizing the northeast old industrial base", the traditional Chinese medicine industry cluster development is particularly important in Jilin Province. In this context, the establishment of the traditional Chinese medicine industry cluster innovation capability assessment model has important practical significance in Jilin Province.This paper is divided into six chapters. It expatiates the basic theory of the traditional Chinese medicine industry cluster development and cluster innovation analyzes the status quo of the traditional Chinese medicine industry, establishes the Chinese medicine industry cluster innovation evaluation model of Jilin Province, combines the status quo of the traditional Chinese medicine industry in Jilin Province empirical analysis, and puts forward the measures of development.The first chapter is introduction. The paper outlined the background, the significance, the content and the methods of research.The second chapter studies the theory of cluster development and cluster innovation. First of all, through reviewing the classic theory of industrial clusters and clusters and the theory of innovation at home and abroad, it defines the cluster innovation, introduces the innovative features of the different clusters cycle and the general process model of the cluster innovation. Finally, it expatiates the connotation of the cluster innovation capability and the key decision factors of the innovative ability.The third chapter analyzes the domestic and international Chinese medicine industry cluster development and innovative situation. First of all, it defined the concept of the Chinese medicine industry, indicated the necessity and significance of the Chinese medicine industry clusters. Secondly, through the comparative analysis of the Chinese medicine industry cluster development at home and abroad, it focused on the status of the Chinese medicine industry and the existing problems in the cluster development process. Lastly, it pointed out that technological innovation is the key to technological development, and clusters innovation is efficient technological innovation.The fourth chapter expounds the state of the Chinese medicine industry cluster development of Jilin Province. In Jilin Province, there are the following issues on the Chinese medicine industry clusters: the products content in low high-tech; the self-development capacity is not enough; scale for enterprises is small, industrial concentration is poor; Chinese brand-name varieties is too small, not enough investment in basic research, lack of independent intellectual property rights; financing channels for enterprises is single, inadequate investment, lack of sustained innovation ability to participate in the international competition. It analyzes the issue on clusters innovation from the ability to create knowledge, knowledge liquidity, and the ability of technological innovation, regional innovation environment, the economic environment, and other innovative aspects.The fifth chapter constructs the assessment model of the Chinese medicine industry cluster innovation capability in Jilin Province. Through the design of evaluation index of the Chinese medicine industry cluster innovative capability, it builds the evaluation model with factor analysis and then studies the Chinese medicine industry cluster innovation capacity to horizontal and vertical evaluation in Jilin Province. Though the research, we find that the Chinese medicine industry in Jilin Province clusters innovation capability is gradually upgrading. This is good news to us, but we should see the gap between the Jilin Province and other provinces.The sixth chapter puts forward the strategy and recommendations to enhance the Chinese medicine industry cluster innovation capability in Jilin Province. It is suggested from the government level, the cluster level, the enterprise level and cultural level of Jilin Province to further enhance innovation capability of Chinese medicine industry cluster. The Chinese medicine industry cluster innovation capability is an important part of the Chinese medicine industry development in Jilin Province. The research paper is expected to have some reference for the development of Chinese medicine industry in Jilin Province. In this paper, through the integration of qualitative and quantitative research methods achieved the desired objective, but because of less relevant topics, plus the time is limited, so some issues need further study.
