Study On The Development Strategy For PetroChina Jilin Oilfield Company

Although the supply and demand of petroleum in the world is totally balanced, it distributes greatly uneven, that most of the petroleum resources distribute in Mid-East, Russia and Africa and therefore. The fight for petroleum resources of Mid-East, OPEC, Russia and Africa between the main oil consumer as China, Japan, Korea, India, European and America is become more and more intense. Along with the rapid development of economy, the demand of China upon oil and gas increase annually that the energy safety of China become more and more rigorous. Therefore, Chinese government and CNPC have made similar strategy to make sure that the oil and gas output in the east part of China will be stabile and in the west part will increase quickly. In the past several years, the 3 main petroleum enterprises have made great efforts in petroleum exploration, and have made remarkable achievements respectively. Other efforts and achievements have also made in pipe-net building and oil refining field.Due to the inadequate resources, it is difficult to increase the petroleum reserves. As the main oilfields in China have entered the depletion stage, the water cut, recovery and production rate of these oilfields are high that it is difficult to keep the output fixed. For Jilin Oilfield, which is one of the two oilfields increasing its output annually in the east part of China, there are chances as vigorous demand and high price, and threat as high cost and strict environment policy.The strategy of Jilin Oilfield is to increase investment on petroleum exploration and development to enhance its annual output to 8 million equivalent ton in 2008 and 10 million equivalent ton in 2015 and to made Jilin Oilfield be a safe and harmonic big petroleum enterprise. Specifically, the measures of the strategy is: a. to increase the investment for petroleum exploration in 5 potential areas, and try to find large reserves; b. to carry out"Secondary Development"program for matured areas and to make sure that the oil output of Jilin Oilfield will increase steadily by enhancing reserves producing rate and recovery factor; c. Pay more attention on natural gas area exploration and development; d. to enhance engineering ability by renewing equipments and employing advanced key technology; e. to reform construction system to build competing mechanism; f. to develop the industry relative to the main business of Jilin Oilfield; g. to build modern and harmonic society.In order to realize the strategy goal, following measures and efforts should be made: a. to carry forward scientific-technical innovation through self innovation, key point breakthrough, open research etc. to enhance the technology of Jilin Oilfield; b. to change developing pattern to enhance the increasing ability; c. to build suitable human resources managing system to encourage technologic innovation; d. to pay more attention on HSE to guarantee safe and clean production; e. to strengthen basic management; f. to build pleasant, united, wealthy and harmonic oil field.
