With the development of knowledge economy and the market-oriented allocationof human resources, human resources management has become a key aspect ofmanagement. In the "people-oriented" management philosophy, Chinese enterpriseshave gradually realized that human resources’ initiative can bring the enormouseconomic benefits, in face of competition of highly skilled resources, companies areaware of their own human resource management have lots of defects and deficiencies.Human resource planning, as a key aspect of corporate human resourcesmanagement, requires companies to stand in strategic human resource developmentplanning, giving full play to the effectiveness of human resource management, tofurther tap the potential ability of personnel. As a result, companies can improve theirinnovation capacity and sustainable competitiveness. For our human resourcesplanning in China, theories and practices are still in the development stage. Companiesmust start from the human resource planning, enhancing the efficiency of humanresource management.This study has designed human resources planning of China Jilin OilfieldCompany. Giving the design flow of human resource planning and introducing thesituation of human resource planning in Jilin Oilfield, this paper analyzes the strategicobjectives and the internal and external environment, develops the human resourcesplanning. Firstly, this paper introduces the research background, significance andcontent, purpose and explains human resource management, human resource planningsense, launching the principle of development of human resources planning,procedures, and research status. Secondly, based on the analysis of Jilin Oilfield’sstrategic and environmental, this paper draws human resources supply and demandbalance. Finally, combined with personnel supply and demand tables, this paperdevelops specific human resource planning programs, including personnel supplyplanning, personnel training programs, performance evaluation plan, paymant and benefits, and career planning programs, with a human resources planning assessmentand adjustment mechanism, constitutes a complete human resources planning of JilinOilfield...
