| During the study of the classification of tourism areas, the writer found that they had the humanities or natural tourism resources with strong themes, similar sources, close location. In the paper, they are named as the Tourism Clusters. Generally, the competition exists in different tourism areas, which is even intense in the tourism clusters. It can cause many contradictions and problems. In order to solve them, competition and cooperation should be considered together: cooperation in competition and competition in cooperation. In this paper, a competition and cooperation modle of the Tourism Clusters is constructed using a common symbiotic theory and the conditions of competition, the ideal model of organization and the models of behavior are studied. Since a wide range of interests are involved in these Tourism Clusters, the safeguard mechanism of coordination and assistance of the competition and coopration of the Tourism Clusters are also studied. At the same time, in the Tourism Clusters, the following different types of competitive strategies can be adopted in the process of competition and coopration : the different image positioning, the different travel services and the differences between marketing and sales. Finally, the author takes Shanxi Compound as a field case to research the competition and cooperation of the Tourism Clusters.The author studies the feasibility of Shanxi Residence through field visitting, collecting information about the Shanxi Residence background, the economic and social situation and the relevant information, data and maps .
