Research On China's Basic Endowment Insurance Planed Overall By Central Government

China's endowment insurance system for urban enterprise workers is established in the 1950s, but in the"Cultural Revolution"period, it has been damaged, and in fact set back for the insurance business. In the early 1980s, in order to promoting the external conditions of enterprise reform start reform the endowment insurance. After 10 years of pilot, our country established the"integration accounts combined with individual accounts"social insurance system, and promotes the co-ordination level of endowment insurance.At present, China's endowment insurance is not overall planed by central government. There haven't uniform rates and base pay social insurance premiums in different provinces, resulting in insurance burden different between enterprises. It is contrary to the market economy principle of equity. The recent endowment insurance system barriers the flow of labors, can't conducive to the rational allocation of labor resources, so it is difficult to establish a unified national labor market. The recent endowment insurance system is also hard to make full of advantages of endowment insurance risk diversification characteristics. Some places use social security funds improperly. The existence of these problems makes that endowment insurance is difficult to adapt to market economic development. The author gathers the results of scholar's study, according to the central government's policy and the latest practice in the developments of the overall planed by central government, put forward the method to realize it.The paper can be divided into three parts:The first part of the paper is the introduction. This part introduces the purpose and the backgrounds of the paper and research method. The second part is summarize. The author explains some related concepts about the overall planed by central government, analyzes the research standpoints of the problem at home and abroad.In the third part, the author puts forward the principles of national endowment insurance reform, which is the principle of fairness, coordinating urban and rural principles, rights and obligations of combining principle, the principle of reasonable payment. The author also analysis the feasibility of achieving the overall planed by central government, points out the difficulties, gives the corresponding policy recommendations and concluded.
