Literature Review On The Central And Local Government Sharing Of Responsibility For Basic Endowment Insurance For Urban Workers

In the basic endowment insurance for urban workers,the government needs to assume responsibility for system design and regulation,financial responsibility,and supervision and management responsibility.Solving the real problems existing in the sharing of responsibilities between the central government and local governments is of great significance to the sound development of the basic endowment insurance system for urban workers.The purpose of this paper is to conduct an in-depth study on the status quo,existing problems and countermeasures of the responsibility sharing of the central government and local governments in the basic old-age insurance for urban workers in China,and provide decision-making reference for the relevant departments to promote system reform and optimize innovation.Using public goods theory,principal-agent theory,fiscal decentralization theory,and fiscal federalism theory,combined with domestic and international practical experience,the basic principles and related standards for responsibility positioning and responsibility sharing of the basic old-age insurance for urban and Theoretical discussion.The status of central and local responsibility sharing of basic pension insurance for urban workers in China was analyzed.The main problems found were: the system design and the normative responsibility sharing mechanism are not perfect,the centralized centralized legislation system is not perfect,and local decentralized legislation is disorganized.“There are policies and countermeasures.” Fiscal responsibility sharing lacks scientific quantification mechanism and normative adjustment mechanism.There is no mechanism and technical plan for determining the share of fiscal expenditures in the central government;the proportion of financial subsidies for fund income,the proportion of subsidies for fiscal income and pension insurance,and expenditures for central and local governments.The proportion of the contributions has changed irregularly;based on the results of the analysis of the financial benefits,the results show that the fiscal expenditure can not meet the pension needs of urban retired workers in some areas,and the central government's transfer payment system for local governments is not sound;the research based on factor analysis method The resultsshow that the burden of endowment insurance in some areas does not match the local financial resources.Institutional implementation responsibilities and supervision responsibilities are not in place,fund management is confusing and investment returns are low.The causes of the problems are: First,the legislative system is not perfect;second,the lack of a scientific and reasonable fiscal responsibility system,the current tax-sharing system is not perfect;Third,the administrative system of urban employees pension insurance is not perfect.This article believes that centralised legislation should be strengthened to further standardize the legislative actions of local governments and formulate specific central and local relations laws;to institutionalize government fiscal responsibilities,and to establish a scientific central and local fiscal responsibility sharing mechanism to achieve central and local The clarification and rationalization of the proportion of fiscal expenditure;the reform of the management mechanism of the administrative agencies with the aim of vertical management,and strengthening the construction of information systems,supervision mechanisms,and fund investment operating mechanisms.
