The scientific and technological activity has different forms and contents, and the goal of scientific and technological activity also has diversity. In order to increase the objectivity of science and technology projects'setting up risk assessment, the paper puts forward models and methods to assess the team's capabilities and setting up risks of science and technology projects.In order to assess the team's capabilities of science and technology projects, the paper relies on the experts to establish the initial index system, uses the methodes of bibliometrics to evaluate the team's past projects and published papers, compares the actual situations with standards which are setted by the experts to calculate indicators assessed value, uses the methodes of Rough Set theroy and the concept of attribute importance to sift the important indicators and calculate their weights, at last uses scoring model to calculate the assessed value of the capabilities.In order to assess the setting up risks of science and technology projects, according to the characteristics of science and technology projects, the paper uses the brains storm method to summarize the main factors of setting up risks, the assessed value of each factor is given by the experts. Classified the science and technology projects'historical datas in accordance with project categories, each classification uses the methodes of Rough Set theroy and the concept of attribute importance to sift the important factors and calculate their weights, assuming that the risk of projects divided into k-risk, then uses historical datas to train the Multiple-layer Feed-forward Network, at last calculates the being assessed projects'setting up risk level and each factor's risk level by adding their datas into the trained neural network. .
