Land is the foundation for economic and social development. With the growing of industrialization and urbanization, the construction activities generate a lot of demand for land, which challenge the relationship of people and land seriously. At the same time, the use efficiency of urban existing land is not high. Faced with the pressure from scarcity of land resources and demand for land, the effective measures for resolve the contradiction of land supply and demand are included in the following areas:changing traditional land use patterns; transforming the pattern of land supply from "demand determine supply" mode into "supply determine demand" mode; excavating the potential for land use and improving the level of intensive land use.As part of urban land, development zones play an important role in promoting regional social and economic development. But the land use in development zones are still have problems, such as land idle and inefficient use. Therefore, this paper chooses the development zones as study objects, and carries out empirical research in Guangdong Province. Analysis of the factors of intensive land use zone systematically, calculating the level of intensive land use in development zones by the model of Artificial Neural Networks. The results are divided into three levels:comprehensive, national and provincial, and show the overall and difference level of intensive land use in development zones, which is good to clear the development and implement different control measures in development zones. The main conclusions are as follows:(1) The intensive land use of Development Zones in Guangdong Province needs to be improved, especially at the level of provincial development zone. The value of intensive land use at comprehensive level is0.4929, which needs to some more effort to achieve intensive;23out of31development zones does not reach intensive land use at provincial-level, the proportion of non-intensive is74.19%;The developing of national level development zone is relatively better than the provincial level,8out of10development zones reach the level of intensive. (2) The intensive land use of development Zones in Guangdong province is quite different. First, from total value of intensive land use of development zones, difference of national development zones is smaller than the provincial development zones. Second, from the individual scores, the developing of the developing zone in the intensity of land use and land input-output is higher than land exploitation and land supply market. Third, there is difference in regional distribution on the level of intensive land use in development zones.(3) The government and the market are the main factors to promote the intensive land use of development zones. The government plans and market mechanism in resource allocation are the two major measures. Basically,the two factors’ interact achieve the optimal allocation of land resources, which lead to intensive land use in development zones.
