Study On Renewable Rortfolio Standard(RPS) In China

Renewable portfolio standard is a mandatory rule which is in order to further boost balanced and sound development in power generation of renewable energy resources in difficent arreas for recent years. China governments has always been seeking efficent mandatory policy tools in order to pomote renewable energy development rapidly and sustainable .Our country has officially executed "Renewable Energy Medium and Long-term Plan" in 2007, which provided the good policy space and the solid legal foundation for the development of renewable energy. In order to impel the development of renewable energy industry powerfully, it proposes RPS for the first time , which request certain proportion of renewable energy in all energy. This is advantageous in the further development of renewable energy market, but it also has disadvantage, that the big goal is clear, but lacks the concrete implementation measure.It is expected that the paper would provide some related information for reference when the renewable energy legislation is under the establishments.The paper have four parts: the part one introduces our overall plan of renewable energies and its utilization situation,which is the policy and materialfoundation of the RPS.it alao defines RPS and tell the difference between RPS and the related concepts.the part two emphasizes on the RPS used in foreign developed countries,inorder to propose our own way in designing the RPS.the last two parts which are the main points of the paper analyzes the feasibility of the establishment of the RPSand the possible obstacles during the cources.the paper focuses on discusssingsome key issues in the the developments of the RPS,including application scope and liable entity,renewable energy target,resource eligibility,penalty for non-compliance,and renewable energy ceteficate market.
