In New Economy century, enterprises' competition focused on the knowledge, information and innovation. As the carrier of knowledge, information and innovation, human resources become more important. Human resources value(HRV)is the potential and creationary working capability as a vector of human resources workers have, which is the new value that makes out by the labor's work. Providing the development and research of HRV theory in enterprise is necessary , so as to provide essential data of making police for HR utility and HR investment.The thesis comes from the tradition value measurement operations and also points out its merit and default. In New Economy era, especially the enterprises to which special contribution the senior management and technical staff have is the core of the organization, on the one hand, a strong venture capital trend shows in enterprises and the development of all kinds of resources management, and also with the influence of market risk, the HR's creation are under the impact of a creative value of the uncertainty, that nobody can guarantee undefeated in the face of market risks, as well as by the impact of asymmetric information, which results in an "non-rational choice" status, the other hand, human nature, there is natural "opportunity tendencies ", that is, pople will choose the lazy way in the absence of effective supervision, which result in a "free rider" behavior, even in the supervision of effective incentive mechanisms, different people in the organization also has the performance of diversity by satisfied with the operations enterprise taking differently, that is opportunistic tendencies. The paper creatively considers these two effects due to the values of human resources and provide a human resources value measurement method under the uncertainty conditions by the combination of factors. The thesis clearly strengthen the consistency of option of the high-grade human resources, taking financial products quantitative method of valuation and measurement theory and methods, using Black-Scholes model as a Real Option measurement of the main value measurement methods of core human resources under the uncertainty conditions in enterprises, and taking one of the non-monetary called fuzzy measurement methods, ultimately, provide a new measurement method for the value of the human resources in enterprise and use the method to a certain kind of high-tech enterprises which is a typical representative under the new economic conditions, so as to demonstrate the measurement of this theory feasibly and reliably preliminarily in the economic practice.
