At present Chinese industry are moving from an old generation of"Made In China"to a new generation of"Made by China". The so-called"Made by China"is in fact to promote the technology innovation ability of Chinese enterprises, which needs those enterprises to enlarge their investment in the research and development. It is well known that the R&D staff is the main body of technology innovation, their ability and level has decided the enterprise's sustainable competitive power. Therefore, how to carry on the performance evaluation of the R&D staff is the key point of the whole performance management system. It is positive to improve corporate performance to set up a set of integral and hierarchic performance checking system of the R&D personnel according to their different working responsibilities and requirements.Guided by the Key Performance Indicator theory and Balanced Scorecard theory and according to the working characteristics of the R&D staff, we analyzed the current performance management situation of the R&D staff in ZDCY on the bases of domestic and abroad research achievements on performance management. Their goodness's are the emphasis of the setting of performance aims and performance assistances besides the emphasis of performance managements of the R&D staff. In the mean time, they have some problems, such as the checking system lacks of the checking methods of the R&D staff, the checking terms is simple and the performance checking have not the cooperate with the other module of the human resource system.After that, we redesigned the checking system of the R&D staff. Because their working performance is hard to measure, we must set up a special performance checking system of the middle and senior managers so that we can realize their personal performance checking to make the most of the performance checking and improve their working performances. So we should use the different checking methods to the different personnel, for example: the lead engineers should use BSC, engineers and the assistant engineers should use KPI method. We must figure out how we shall set up the performance checking system of scientifically after designing the performance checking schemes and setting up Key Performance Indicator. we must pay attention to the effective combination of the performance checking and incentive system, modifying the performance checking methods constantly, nurturing the environment of the performance checking, and guranting the operation of the performance checking system from the corporation culture, structure and institutions. At last, we should point out the modifying direct of the scheme. we still must research further about how the system combine the other module of the human resource and organization structure, performance procedure and corporate culture ,and how we separate Key Performance Indicator rationally due to the complexity of the Research and Development work.The conclusion of this article is the reference for ZDCY to modify the current performance management system of the R&D staff and improve their sustainable innovation ability.
