Loan, is the kind of way that majority of the bank asset exists; Credit Risk, is the biggest risk that banks are facing with; the Real Estate Industry, is a booming, rapidly growing industry with high risk. Combination of the three triggering off the development of the real estate loan risk for the banks, which shall be paid special focus on by banks as well as the whole financial system.This paper, taking the classification of The New Basel Agreement for reference, from the control point of view, analyzes the element extracted from the operation risk as a whole, then innovatively brings forward the Risk Prevention System, which, will reinforce and improve the management of the loan risk for banks more comprehensively. Moreover, it could also be treated as a sub-system of the loan risk management.Taking financing analyses procedures into pre-loan risk identification, this paper innovatively brings forward a financial evaluation coupled with estimation evaluation method for how to measure the cash flow in the forecasting financial statements of real estate enterprises, i.e. through reliable forecasting future cash flow of real estate enterprises and calculating the financial benefit indices of specific project, enterprises then could make quantitative evaluation for the project. Taking in-loan risk measurement, together with the new corporation accounting postulates, this paper gives several suggestions on the improvement of the existing taxonomy of five levels of loan as well as on the bad debts and accrued interest in the aspects of confirmation, measurement and cancellation. In terms of the after-loan risk management, this paper also gives suggestions on establishing a risk alarm system which the cash-flow table will be availed of.
