Research On Applying LCC To Building Scheme Decision-Making Of Expressway

In recent years, the expressway cost becomes a hot issue. The higher maintenance cost of constructed expressway and the insufficient fund for constructing expressway in our country, which influence the expressway development seriously, so do for our national economy. Therefore it is very important to study on cost problem. Since the scheme decision-making is critical to control expressway cost that chooses the best scheme is an effective approach to solve the cost problem.Based on the deficiency of our present scheme decision-making, this thesis proposes that it should emphasis life-cycle-cost comparison in the scheme decision-making; constructing a reasonable LCC system has critical significance. But it is difficult for expressway , it is a socialized construction, who possess the characteristics of large scale, complicated content, wide-range and sophisticated coordination relation. This thesis changes thought way, regards all related mechanisms as subjects. By brainstorming, those subjects put forward their respective indexes, at last, synthesize all indexes to LCC system, namely, three stages and four costs : the earlier building stage from opportunity study to delivering the notification of wining a bid, the building stage from receiving notification of winning a bid to engineering completion acceptance, the later building stage from engineering completion acceptance to engineering discarded。Corresponding to those three stages there are four costs, i.e. head cost, assignment cost, service cost, reputation cost. With qualitative methods and quantitative methods, this thesis develops detailed analysis on each cost, and makes a research on each cost's distribution characteristic.Taking all indeterminacy factors into consideration, this thesis adopt Monte Carlo to wipe off them, on the other hand, draws support from the excel software, which can supply random samples for Monte Carlo. The constructed LCC-computing model, which can make decision-maker, knows that at a certain probability accomplishing a project needs how much money, as well as the feasibility to accomplish a project underneath certain money. So it opens the door for expressway scheme decision.Besides, by the example of choosing the type of qulu expressway pavement, proved the constructed model.
