A Study Of Liuyang Biopharmaceutical Industry Development Based On Global Value Chains

Biopharmaceutical industry is a new high-tech industry, which is being supported as a focus by the governments in the world, and the cluster theory is used as the major research method and policy tool. Although it is in recent years that the global value chain is used to study biopharmaceutical industry as a new industrial organization theory in the foreign, it has shown that there are the extensive research prospects for it will provide a new research thought and policy tool to develop the biopharmaceutical industry.The starting point for biopharmaceutical industry is the biotechnology revolution in the mid-1970s. With the key analysis dimensions of global value chains, the paper starts with the evolving process from the traditional pharmaceutical industry to the biopharmaceutical industry, from which three key variables-industry actors, industrial relationships and geographical scales-are extracted to build a model of the biopharmaceutical industry value chain, including four types of industry actors-pharmaceutical companies, drug discovery companies, academic research units and contract organizations, three kinds of industrial relationships-technology transfer, strategic alliances and outsourcing, and three levels of geographical scales-local, national and international, which are intertwined together to constitute a complete biopharmaceutical industry value chain, including a core industry value chain and its support system.The paper then use the biopharmaceutical industry value chain model to analyze and research Liuyang biopharmaceutical industry. We find that although its value chain has been formed, there still exist some flaws in its core industry value chain and its support system, which are mainly manifested in the single type of industry actors, the lack of industrial relationships and the national level in geographical scales.As Liuyang biopharmaceutical industry has been emerging with Liuyang Biopharmaceutical Park's building by the local government, the paper regards the government role in biopharmaceutical industry value chain construction, in which the technology and market support systems play an important role. Combining biopharmaceutical industry value chain model, the paper then provides the approaches and measures to improve Liuyang biopharmaceutical industry value chain according to its flaws, and finally re-constructs Liuyang biopharmaceutical industry value chain in the future.
