Research On Policy Issues And Optimization Strategies Of Jiangsu’s Biopharmaceutical Industry From Perspective Of Policy Changes

Biopharmaceutical industry is a strategic high-tech industry related to the national economy and people’s livelihood and national security.It is also an important foundation for supporting the development of medical and health services.Especially in the environment of the COVID-19 epidemic,the biopharmaceutical industry is at the forefront of epidemic prevention and control,which further shows the irreplaceable role in prevention and control sudden diseases.A series of promotion policy has a certain positive significance in accelerating and standardizing the development of the biopharmaceutical industry.Therefore,the development status,internal change regulars,existing problems and corresponding solutions of these policies need to be paid more attention to.This article reviews the policy of biopharmaceutical industry from 2008 to 2022 in Jiangsu province.It also uses policy tools and the theoretical origin for support to evaluate the effect of the policy implementation.Combined with the policy measurement method and case study method,this paper expounds the process of the changes of biopharmaceutical industry policy of Jiangsu province and presents existing problems and solutions.The results show that,with the development of economy and society,the biopharmaceutical industry is faced with extremely severe challenges,as well as huge development prospects.The Government of Jiangsu has issued a series of policies and measures to accelerate the development of biopharmaceutical industry.In this regard,this paper proposes corresponding solutions to the existing policy problems,such as the lack of policy theme focus,the lack of demand policy tools and incomplete of supporting system.The solutions including improving the supply type policy structure,supplementing the demand type policy content and simplifying the policy implementation process.This study studies the biopharmaceutical industrial policy of Jiangsu Province from the perspective of policy change,combs the application changes of corresponding policy tools in detail,reasonably divides and counts the application of different policy tools,which can make up for the lack of quantitative research on the biopharmaceutical industrial policy in the field of policy change.It is hoped that this paper can provide theoretical reference for promoting the development of biopharmaceutical industry and help Jiangsu Province to build a leading biomedical industry cluster in China.
