Study On The Impact Of The Financial Transfer Payment On Farmers' Gaining

The transfer payment of the national finance is the important part in the theory of financial expenditure. How to increase farmers' gaining is the heart of "Countryside, Agriculture, and Farmers" about which our government and the central party committee are concerned. Since long ago, our government's financial transfer payment has been laid much more stress on cities, the special group, than on the countryside either from the surface or from the amount. Judging from the geographical position, this phenomenon is especially obvious in the western poor areas, which restricted the development of the country economy in the western areas, leading to the bigger and bigger income difference between the urban and rural residents. Through analyzing and studying the quantity relations between the financial transfer payment and farmers' gaining in the poor area, Wanzhou District, Chongqing, we can provide some theoretical support for the local government, especially for the governments in the western poor areas to raise farmers' gaining and to reduce the income distinction between cities and countryside.This paper is divided into 6 parts: Part I Introduction, which is mainly about the topic, the meaning and the research methods. Part II The basic financial theory, which focuses on public financial theory and the theory of financial payment. Part III The actual state and the existing problems of the financial transfer payment in the country in Wanzhou District. Part IV The influence of the method of transfer payment on farmers' gaining. Transfer payment in the country has improved farmers' interest in planting grains, and has reduced the member of rural residents to earn money outside, while developing the breading industry and bringing about the development of the rural compulsory education. Part V The impact of the scale of the financial transfer payment on farmers' gaining. Part VI Countermeasures and suggestions for making effective financial transfer payment and for raising farmers' gaining.This thesis has invested the survey of the financial transfer payment and typical countries in Wanzhou, Chongqing to collect direct and indirect materials by the combination of questionnaire, visit etc.. It analyses the rural financial transfer payment and the increase of farmers' gaining by combining the theoretical analysis and the qualitative analysis. It collects a lot of actual data by combing the analytical and the quantitative method and statistical analysis method. It also analyses quantitatively the relations between the financial transfer payment and farmers' gaining by combining the correlation analysis method and the regression analysis method. Through the study, we know that the method of financial transfer payment influences farmers' gaining in the following five respects: Firstly, it has brought into play the farmers' initiative , that is, being directly subsidized by the finance, farmers have more enthusiasm to plant grains. Secondly, it has reduced the number of farmers to earn money outside. Thirdly, it has promoted the development of breading industry. Fourthly, it has raised farmers' enthusiasm for social insurance. Fifthly, it has promoted the development of the rural compulsory education. The impact of the scale of financial transfer payment on fanners' gaining is embodied in the following three respects: First, the total amount of the financial transfer payment contributes a lot to farmers' gaining. Second, the degree of correlation between the financial transfer payment and farmers' gaining is relatively high. Third, the position of financial transfer payment has a lot of judgment factors to farmers' gaining. The influence of the item component of the financial transfer payment is embodied in the following few respects: Firstly, farmers get more income about 800 yuan per year by educational expenditure. Secondly., every rural family gets about 1700 yuan every year by the direct subsidy for planting grains. Thirdly, the subsidies for cadres in the countryside bring about their working enthusiasm. Fourthly, the subsidies for constructing the rural road improve farmers, environment, opening the way for the agricultural products into cities. Fifthly, there is very weak impact of other subsidies on fanners' gaining.The countermeasures are: 1. Perfecting the system of the transfer payment of the national finance. The specific measures are as the following: A. differentiating explicitly the power of the governments in different level; B. simplifying the kinds transfer payment and carrying out the standard form of transfer payment; C. majorizing the structure of transfer payment; D. setting up standard system of transfer payment. 2.Reforming the operating system of financial transfer payment in Wanzhou. The specific measures are: A. strengthening the financial transfer payment for the countryside, agriculture and farmers; B. key points should be made stand out in the local financial transfer payment; C. increasing the categories of taxes to ensure the financial transfer payment to keep rising; D. strengthening the management of the fund of financial transfer payment; E. practically solve the problem of increasing farmers' gaining by transforming the function of the local government.
