Changes in the rural tax system, especially the complete elimination of the agricultural tax, further increased the financial troubles of the small towns in the city of Yiyang. It is causing a township level financial crisis and effecting the local governments' normal operation and their ability to provide public service and administration. Resolving this township level financial crisis is the immediate obstacle to further rural reforms and strengthen the local governments. The attention is on the City of Yiyang and the Communist Party of Yiyang as they face this problem.This article through methods such as document research, case study, analysis and comparison, analyzes the current condition of Yiyang rural tax reform and burdens on the farmers, explains the source of financial troubles of the townships and how these financial troubles are presented under the direct influence of the agricultrual tax exemption policy, cross references methods and experiences from other parts of the country and presents a viable solution to the City of Yiyang for this financial crisis. |
