Research On The Price Mechanism For Promoting The Development Of Circular Economy

As a new circular material flowing pattern of "resources expends-production-recycle resources", circular economy can get a harmony benefit among the economy, the society and the ecological environment through the economic development. The development of circular economy is very important for our country. The new development pattern is not only a certain requirement for changing the economic growth way, but also a important measure to alleviate contradiction between the demand and supply of resources, lighten the environmental pollution, urge the industry restructure and promote trade development. The circular economy needs the support of price mechanism, at the same time, price mechanism, the market mechanism's centre factor, whose drive restrain, resources disposition, signal transmission and benefit adjustment functions would display a very important role in circular economy development by some different angels, i.e. supply and demand, 3R and some other different levels.This paper takes price as a breakthrough point, emphatically analyses the price barriers which exist in the development of circular economy. It thinks the current price barriers mainly include: the low price of the primary use resources; the unreasonable price relation of different natural economy resources; the high price of the regeneration resources and reuse wastes, and the immature growth of the supply and demand market; the low cost of rubbish emission, and the still unreasonable price of tradable emission permits in experiment area and so on. To solve these price barriers, the paper puts forward a viewpoint that it must to take science development conception as the instructor, take the market as the foundation, take the benefit coordination as the link and take the gradually reform as the strategy in the adjustment of the existing price mechanism. And the concrete measures as the follows: in the resource conservation field, it must further consummate the price formation mechanism of natural economy resources and adjust the price relationship of different resources, for realizing a close price linkage of the natural economy resources and consummating the current price movement mechanism; in the reusing field, it must coordinate the price formation relationship between the reuse resources and the primary use resources, and it must form a market advantage of reuse and recycle resources by constructing a reasonable waste purchase price, enhancing the technical scale benefit and strengthening the control of the market price; in the rubbish emission and environmental protection field, it must strengthen the manage of pollution fees and establish a price system of the tradable emission permits market; and in the process of resource price adjustment, it must use the price regulation mechanism to coordinate the benefit of each aspect by clearing the function of price control, strengthening the cost restraint, consummating the price hearing system, establishing the early warning monitor system and realizing the price preferential policies. Finally, the paper pointed out that all kinds of measure has its own deficiency, so the adjustment of price mechanism should unify with other necessary measures in order to better display its function in the development of circular economy.
