Such situation makes urban circular economy a new orientation of people's ecological value and inevitable trend of future urban development. Develop circular economy under "reduced, reused, recycled" principle with various efficient approaches, minimize resource consumption to control the environment, and maximize economic output with minimum generated waste to establish resource-saving environment-friendly society has already became the new strategic direction of economic development.Urumqi has faced severe environment problems during its rapid economic growth. Despite its significant achievement in economic growth since 1990s in the 20th century, GDP focused robust extensive growth mode has accelerated resource consumption. After decades of exploration and development, its none renewable mineral resources have decreased causing resource depletion and heavy environment pollution. Urumqi was listed one of the ten most polluted cities by World Health Organization in 1998.The best option to improve Urumqi's such worsening environment situation is to accelerate the development of circular economy. Urumqi's current worse ecological environment strongly needs to develop circular economy with some existing basic conditions for it. From government management officials to local citizens all of them have noticed the urgency of improving the environment while constantly improving overall economic power of Urumqi has created a space for such development. Clean production and comprehensive utilization of resources help to continuously expand the scale of circular economy, and circular economy focused economic projects and implementations became the back bone of developing circular economy. All of these conditions provide favorable environment to develop circular economy.General concept of developing Urumqi's circular economy mainly includes circular agriculture, circular industry, circular tourism and service, and venous industry. In terms of circular agriculture, based on resource advantages, gradually form husbandry and planting focused leading enterprises, develop scale of agricultural base, and form "base is enterprises lead, development is promoted through the base" situation. As for circular agriculture, strongly promote special agriculture, tourism agriculture, ecological agriculture and high-efficient water saving agriculture. Increase the establishment of irrigation focused agricultural infrastructures; accelerate the establishment of efficient modern agricultural pilot gardens. On circular industry, promote the establishment of iron, coal, petrochemical, and chemical four industries based ecological industry network. Efficiently utilize Urumqi-Sanji district's advantages of resource and industry base to enhance the intensity of competitive industries through high-tech and application of advanced technology, and promote industrialization through IT. Strongly promote high-tech industry, expand and improve manufacturing industry, and actively create favorable environment for development to achieve high speed and efficient industrial economy. On circular tourism and service sector, improve traditional industry such as trade and logistics. Accelerate the development of emerging industries including tourism, community service and real estate. Develop finance, insurance, information, consulting based modern services.
