Research On The Circular Economy Park

The circular economy park (CEP) is a park development form of running through the circular economy ideas, and a kind of new-type membership. It includes such many kinds of shapes as eco-industrial parks, eco-agricultural parks, eco-tourist parks, etc. It is the important development form of the circular economy on the regional aspect; and it is the direction and trend of park. Our country is still at the starting stage to develop circular economy at present, we should regard the CEP as the breach to develop circular economy, because it is not only the important experience that the developed countries develop circular economy, but also the realistic choice that our country develops circular economy. On the other hand, it is a great innovation and the important implementation step to the road of new-type industrialism according to scientific development view that to introduce the circular economy ideas into the construction and development of parks, promote the park enterprises to set up new-type cooperation, improve the quality of economic development, further the transition that the industry will become ecological. So, this paper regards the CEPs as the research object in order to probe into the development mode and operating mechanism of the CEPs, and offer a kind of new visual angle and thinking of circular economy and regional sustainable development on our country.To begin with, This paper analyzes the CEPs' intension, the position and their strategic meanings; Secondly, it sums up the characteristics of the circular economy system and the operating mechanism of the CEPs through the typical cases both at home and abroad ,and analyzes the interests and risks of development of the CEPs; Thirdly, it analyzes the economic reasons why to construct the CEPs and their economic effects, and explores the localization, guidelines, and the status andfunction of market mechanism and government in the development of the CEPs; Fourthly, it introduces the domestic and international practices of the CEPs and sums up their respective development characteristics, and points out the foundation, current situation and prospect of the CEPs in our country by adopting to the method of comparative analysis. Fifthly, this paper probes into the planning, construction and management of parks in an all-round way facing circular economy. Then it probes into the principle and the whole train of thought that our country advances the CEP and the orient strategy, environmental culture cultivation, talent development of resources, participation with various aspects, and the policies. Finally, it points out the development of the CEPs must break through this single shape of the eco-industrial parks, expand to different regional space units, the CEPs will become the micro form of new-type productivity arrangement and territory develop with urban construction in our country.
