The aging of the population is becoming a global trend, the present China is facing the situation that not rich but old. Future pension tremendous financial pressure will make huge deficit, the government cannot resolve the restructuring costs in a short time. From the 1980s, China began to reform the urban enterprise employees pension insurance system. The goal of reform is to establish "three pillars" of the multi-level old-age insurance system witch includes basic old-age insurance, supplementary pension and voluntary savings. With the developing and improving of China's social security system, As the second pillar of the supplementary pension will occupy an increasingly important position. Both individuals and enterprises from the point of view or from the State and social point of view, encourage the development of supplementary pension is very necessary and useful. Given many benefits of supplementary pension, many developed countries have established supplementary pension. The history of supplementary pension in China is not long, and has achieved a certain degree of success. However, compared with developed countries, its development pace is slightly delayed. There are still some problems. So, China must promote the development of supplementary pension. The development of supplementary pension needs strong government support, and the favorable tax policy is critical, which is a important direction to promote the development of supplementary pension. At present, China's supplementary pension favorable tax policies still have some problems such as not unified, uncertainties, and these problems hinder the development. Therefore, this paper is studying on China's development of supplementary pension and tax policy, and also provides a theoretical basis for China's tax policy.There are six parts in the article. Introduction is the first part. The second part briefly describes the theoretical knowledge of supplementary pension to allow readers to have a certain degree of understanding. The third part is firstly recalling the history and the status of China's supplementary pension, and secondly commenting the relatively backward status. The aim is to identify the root of the problem, and to lay groundwork of the after text that "use of favorable tax policies to promote China's development of supplementary pension". In the next part is the fourth. This part is introducing the foreign experiences. In developed countries, favorable tax policy is the engine of the supplementary pension's development. The Fifth part is designing China's tax policy. Through analysis, this paper concludes that China is better to choose EET model. In this model, the enthusiasm of enterprises can be encouraged, and Chinese government can bear the loss of revenue. so the model can be said the best options. The last part integrates the supplementary pension and favorable tax policy to analyze. To regulate and promote the development of supplementary pension, only calling a favorable tax policy is far from enough. and should be considered in the tax expenditure areas. From the definition and the form of tax expenditure, the favorable tax policy of supplementary pension is subordinating to tax expenditure.
