The realty business is the important component in the national economy. In a country and the local economic development, the realty business has the important status and the function. The problem of the realty business development is not only the economic problem, but also the social problem; therefore the realty business macroeconomic regulation and control become the most important link of the entire economic work. Our country's realty business grows gradually strong along with the national economy development; in 2003, The State Council issued , which for the first time listed the real estate industry as the national economy's pillar industry and fully affirmed the importance of the realty business's status and the function. The real estate industry takes the national economy the important windvane, its development condition and national economy's development quality has the high relevance, thus always takes all levels of the government's universal attention. While saw our country real estate industry vigorous development, all sorts of questions which exposes to it cannot lower our guards. In recent years, some area investment in real estates increased quickly, the house price rises excessively high. In the places where house price rise quickly, it follows the inconsequence commodity apartment structure, the seriously short of demand of the low end and small family house. The house price rise and speculative buying homes impel mutually, the anticipation of house price rising causes more speculation and the investor enters this market, further makes the real estate short of demand and house price climbing higher. These questions have brought the producer goods rise in price, and affects the basic habitation of ordinary resident and the healthy development of national economy, and does not favor the construction of the harmonious society.According to the present situation of the real estate industry development, The Central Committee has made a series of about the real estate market macroeconomic regulation and control policy, such as "country six", "country six regulations", "land fees from sales transfer system", "limitation of foreign capital", "second-hand house transaction tax collection" and so on.
