Small & medium fresh foods enterprises are an important power of our foods business. The frequent accidents of the foods safety in recent years indicate that the management level of foods business is low, fresh foods business too. The target of this paper is to hope give some maneuverable suggestions to our small & medium fresh foods enterprises to help them improve their SCM level as soon as possible.I enumerate our and foreign main researching aspects and fruits in fresh supply chain, and find that our research is in the beginning, the extent and depth of the research are too far limit. Foreign research leads too much than us, so we should use for reference more to give our foods company more effective guide.I dissertate about those SCM ideas correlated to fresh foods company, and expatiate on the connotations of these ideas by comparing to the traditional management measures and the logistic management. Establish theory bases for the following countermeasures and suggestions.There are such problems as disjoint among production, supply, sale, store and carry; high storage cost, not safe, etc. The inside causes are mainly from behindhand concept and fund shortage. The outside causes are that the behindhand logistic layout of country and short of faithfulness and trust.To the circumstances, only the country can do something to improve the entire logistic environment, build up the atmosphere of trust and honest. But to the small & medium fresh foods enterprises, the most important thing is that increase the strength of themselves. Start with transferring concepts, reengineer the inner flow, carry out standardize management, implement ERP step by step and set up the mechanism of motivation, intendance and feedback. Fetch in special person and enhance the training and direction to employee to form a high efficiency management system. At the same time, the enterprises should influent the suppliers and retail channels to promote the cooperation between the companies. Maybe it is easier to influent the suppliers than to the retailers, because the retailers have a so illogical high position that they cannot treat the producers equally. It needs a long time to improve the relations between the producers and the retailers.To make the suggestions more maneuverable, I give an example of a medium fresh enterprise in Beijing to explain that how to make use of the theories into the facts.According to the suggestions in the paper, the small & medium fresh foods enterprises can build up a good inner supply chain and can give the suppliers some powerful influents to get some harvests, but to the retailers, they almost can do nothing, and this is a problem which need be paid attention to. Consequently, this supply chain management is not complete, its depth and extent being lower than the foreign countries, but this is the best state in the current stage.
