In the field of public projects, partnering is introduced which is conducive of changing the abuse of organizational scale inflation and institution rigidity, casting off the difficult conditions shorting of capital and resource. Thus, it makes for improving management performance and service quality, driving innovation of management pattern of public projects. Simultaneously, specific evaluation pertains to public projects under the partnership pattern is also attached.Under the traditional management pattern, evaluation of public projects generally resorts to exploring increasing indicators to meet the benefit expectations of all kinds stakeholders. However, it is difficult to design the indicator system which can consider various benefits duo to the particular characteristics. Further, it takes for granted that one principal part pertains to performance evaluation of public projects dominated by government.However, under the partnership pattern, performance evaluation more often has many principal parts including government, contractor, consultant, the public, and so on. Different outcomes come into being which subject to the same object resulting from different parts' perception about value. In connection with questions about the assessment methods on public project, developing the assessment methods respective from the overall project and all kinds of stakeholders was proposed. The project assessment should stress efficiency, the assessment from stakeholders should emphasize participation, fairness and sustainable. In order to embody the multi-value, the multi-dimension regulation and control measures including public pricing, investment sharing, externalities processing and payment shifting should be adopted. Model system including eight objective functions was constructed. Finally, an example, which was used to examine the feasible of methods, was given.
