The Research On Risk Forewarning System Of Government Investment Project Under Congstruction Agent Mechanism

Government project is an important means to exert function of investment andthere are billions of funds to be invested by country. However there are a lot of risksin the process of investment and it is difficult to predict the various risks in advance toprovide the forewarning information for decision-makers and to reduce thegovernment losses.Combining the implementation of government investment projects in China, thispaper starting from the risk, construction agent mechanism, government investmentprojects of the theory, study the formation mechanism of the risk of governmentinvestment projects under construction agent mechanism, and from the stage,systematic and target of these three aspects of risk identification, form acomprehensive perspective on the risk of government investment projects. At thesame time, from the qualitative analysis and quantitative analysis of twomethodological perspectives, elaborated on the government to invest in the projectrisk assessment system. Integrated use of the theory and method, constructed the riskforewarning system of government investment projects under construction agentmechanism, a clear risk warning criteria and implementation flow chart. The analysisresults from Hangzhou primary and secondary schools safety projects, the project riskof the overall operation, but also in a controlled state, but in the construction schedule,cost control and other aspects should attract the attention of the relevant departments.The paper makes the discussion of framework of risk forewarning mechanism ingovernment project and puts forward some suggestions for implementing of riskforewarning mechanism, such as establish the management organization ofgovernment risk forewarning, departments of information gather and deal,departments of warning control and structural platform of information analysis net.
