The Study On Our Country's Technical Innovation Policy Of Middle And Small Enterprises Based On Comparison Of China/American And Japan

Middle & small enterprises, as important and active strength in the economy, are important to drive the technical progress. It is crucial to a country or a region to draw a technical innovation policy which can spirit up middle & small enterprises to develop. Mapping out our country's middle & small enterprises technical innovation policy needs us make clear of the rules of middle & small enterprises'development and the feature of each country's technical innovation policy, and make technical innovation policy accord with the rules and need of middle & small enterprises.In order to analyse the function of technical innovation policy on middle & small enterprises, and work over policy and culture's impression, this study uses time sequence data analysis method to analyse middle & small enterprises'status in economic and technical innovation. The study thinks that middle & small enterprises impulse the economic and technical innovation to develop, as well as they can impulse each other. The study wishes to supply reference when our government draws our middle & small enterprises'technical innovation policy.Through the comparison of the three countries, the study finds some problems in our country's middle & small enterprises'technical innovation policy, such as lack of legal support, lack of specific administration, the risk investment system being not perfect and so on. The study also puts forwards some suggestions, such as establishing wider risk investing channel, building social service system, cultivating innovation consciousness and so on.
