As the economy continuing to develop, people think much of the human resources-the primary factor of production. The human resource management practice and theory are also constantly be enriched and develop.The small and medium-sized enterprise is an important component of Chinese national economy, and is an important force in promoting economy. In the process of building the socialist market economic system, small and medium-sized enterprises play a basic role. In the initial stage, the non-procedural decision-making,non-institutionalized management activities,non-rational andrandom management are the starting points of the management of the small and medium-sized enterprises. As the many business opportunities supporting the growth of the small and medium-sized enterprises, it covers up the management mistake, and the internal management of enterprises lagging behind the growth is not obvious. With the development of the integration of the global economy, the small and medium-sized enterprises are facing ever more intense competition. The survive and development of Chinese small and medium-sized enterprises have a great challenge. The greatest challenge of global competition is the competition of human resources. At present, the human resources management of our small and medium-sized enterprises are mostly still remain in personnel management stage. The low level of human resources management seriously hampers the competitiveness of the small and medium-sized enterprises.At present, our scholars have conducted a series of research to the related question of the human resources management in small and medium-sized enterprises. The scholars and superintendents all take more attention to the research of the foreign advanced management idea and technology. But present, these researches mostly pause in the introduction of the overseas advanced ideas. And very little to research and contrast the different backgrounds of the domestic and foreign human resources policy. It causes many overseas advanced ideas to appear unaccustomed to the climate phenomenon and have lost the significance of the instruction. In the text, we researched the background of the policy formation and evolution in our and European small and medium-sized enterprises, as well as compared the existing mechanisms and models in order to explore the grafting of the practical application of the advanced human resources management concept, which would set out all the policy of the human resources management system.
