The Comparative Study On The Effect Of Technical Innovation Policies In Anhui

After the foundation of the"He-Wu-Beng Reform Testing Areas of Independent Innovation",independent innovation has became a strategy core for a fast development in Anhui province. Technological innovation , as the core of self-innovation, is an important approach of independent innovation. With the implementation of a series of the technological innovation policy, we should assess the effectiveness of these policy. This assessment is not only the basis for the future policy practice, but also is the analysis of the external policy environment in the investment environment in high-tech enterprises.In this paper, we built a technical innovation policy assessment system, collected the relevant data of 30 provinces in the country, computed the membership degree with the fuzzy set theory in fuzzy mathematics, calculated the data weight with the entropy method, finally, we calculated the points of the effect of the technological innovation policy throughout 30 provinces,and sorted the points. Through the analysis, we found that the Anhui's technological policy effectiveness in 2007 is better than 2006, most indicators increasment is larger than the national average level. Compared with the other provinces,Anhui's technological policy effectiveness is in the middle level,and the gap between the top provinces is obviously , after Henan and Hubei in the central areas. This is not only related to the economic development, but also to the inefficiency of the technological innovation policy. So in the futre,to enhancing the policy effects and increasing the level of technological innovation policy, Anhui should pay more attention to the efficiency of the technological innovation policy input.This articl is the first attempt to the effect assessment of technological innovation policy in Anhui province,and the first time to use quantitative methods to a comparative study in Anhui. It may provide some reference to the implementation of independent innovation strategy, promote the progress of the technological innovation level, and optimize the environment for technological innovation.
