It is a topic of great significance to study farmers'demands for public goods. Establishing a mechanism for reflecting farmers'needs of rural public goods, is not only conducive to realize the effective supply of rural public goods, but also necessary for constructing a harmonious society. The optimal supply of public goods theory shows that: To achieve optimal supply of public goods, it must give full consideration to the consumers'needs. Allowing farmers to express their demands is a prerequisite for the effective supply of rural public goods. This thesis combines the actual investigation of eastern, central and western parts, analyses the effects of village social organizations on the demand expressing mechanism and proposes related countermeasures.The paper explains the general theory on demand of public goods firstly and on this basis recalls the course of the development of the demand expressing mechanism of rural public goods for three periods: People community period, household contract with responsibility period and tax-for-fee reform period. After combining the actual investigation of eastern, central and western parts, it describes problems and reasons existing in the demand expressing mechanism of rural public goods. The fifth part of this thesis reviews the village atomization under market economy and from two angles that informal and formal rural organizations, it discusses the influences to the expressing mechanism. There is also a case about a rural non-governmental organization at the Xianfeng village in Wenzhou in Zhejiang province, which is to further demonstrate that the important role of non-governmental organizations in expressing farmers'demands. In the end of this thesis, it suggests to perfect China's demand expressing mechanism of rural public goods from following six aspects: Promoting the development of grass roots democracy, establishing demand distinction mechanism, setting up recognition, aim and connection mechanism of expressing demand, standardizing performance evaluation of cadres and cultivating rural cooperative organizations.
