The Study On The Supply Of Village Public Goods

At present, our country is building the new socialist countryside. The supply of village public goods in rural areas has become an issue in building the new socialist countryside. The supply of village public goods is an important topic. How to standardize and improve the "YISHIYIYI"system so that it truly becomes an effective system of village public goods. Not only has a bearing on the ultimate success of the reform of rural taxes and fees, but also refer to the state of the new period of important strategic goals for building new socialist rural areas of success. Therefore, we must seriously study the process of identifying the supply of public goods in the villages which based on the "YISHIYIYI" system to analyze the causes of their problems and identify standardize and improve the "YISHIYIYI" system response to the supply of public goods to promote the villages. Main ContentIntroduction of the thesis introduces the meaning and purpose of subjects, related research and summary comments, the scope of research, logic structure and research methods.ChapterⅠintroduces the emergence and development of"YISHIYIYI"and analyses the progress of the system and the problems of the system which supplies village public goods . Due to the existence of many problems hampers the implementation of the system. We must seriously study these issues and find out the solutions.ChapterⅡanalyses the causes of existing problems in the supply of village public goods based on the "YISHIYIYI" system. This chapter includes three aspects. The first aspect analyses existing problems in the system design; the second analyses constraints in the course of four phases; the third analyses other factors.ChapterⅢstudies the methods of alleviating the plight of village public goods supply and propose some policies and measures. We should take different measures for promoting the supply of village public goods. The main innovations of this thesis:At first,Innovativing public awareness of the village's products is part of rural public goods. "YISHIYIYI" only to be apply to provide village public goods, but not all rural public goods. Central government and local farmers should clear their respective products in the supply of rural public functions. The circumstances under which they can jointly play a role in promoting the "YISHIYIYI" to the smooth implementation.Second,Recognizing the Ceiling of the "YISHIYIYI" is not reasonable. We should respect the views of farmer In compliance with the principle of the premise and regulate farmers spontaneous acts of fund-raising.Finally,the supply of village public goods according to "YISHIYIYI" four phases - level analyses of the causes of their problems and applies the theory of economics to analyze the light.
