The Research On The Construction Of Rural Social Security System In SiChuan

Currently, the core problem about peasant ,agriculture and rural areas lies in the deteriorated capability of the peasant to participate in resources distribution, which is caused by market and some policies. At present,all attentions of improving the capability of resources distribution participation are paid to how to increase the income of the peasant, however, there are not enough system arrangements to guarantee the wealth smoothly got by and kept in rural areas. Not only the deteriorated condition has not been corrected, but the predicament of the peasant has also not been ultimately changed. Establishing and perfecting rural social security system is one of the important ways to grease the wealth wheels and still keep it. Moreover, this kind of system could promote the formation of social harmony, for which could advance economic, cultural and political development. As a big agricultural province, rural social security system is an immediate requirement to establish a harmonious SiChuan, accelerate socialist new rural construction, realize four strategic targets and deal with the problem of an aging population. However, the status quo is not optimistic: the rural social security system could not play its due role to the economy and social development of SiChuan because of sparse coverage, weak capability, limited capacity to gather funds, and bad regulatory mechanism.The reasons for this issue could be specified into three parts: firstly, in economy, some dependent factors exist. The level of entire economic development is not so strong in SiChuan which restricts the supports from government, the payment capability of the peasant and construction mode; secondly, government at all levels, relative governments and peasants contest violently in pursuit of their own interests, which lead to deficit supply of social security system; thirdly, improper system design, limited recognition of the rules of social security system supply, deficit effective financing measures, lacking of authoritative legal safeguards enforcement.For these reasons, combining experiences at home and abroad, this paper redefined the definition of social security at first and then based on that, it also demonstrates that to promote the construction of rural social security system, it must take actions that suit the circumstances in SiChuan according to the characters of different social security projects. For one thing, adhering two principles: proper starting point and development; concerted system and prominent key points; for another, strengthen the following five elements: the government, the society, the peasant, the market and the law.For practical system construction, this paper points out that firstly, the rural social endowment insurance must be built into two kinds of modes. The first one is the national peasant endowment insurance with the purpose of satisfying the basic living needs of the elderly peasant. The second one is the local peasant endowment insurance with the purpose of satisfying more endowment requirements by the peasant; however, the local government needs not to undertake the principle financial liability; secondly the construction of rural medical security system must insist on the present cooperative medical system and make the medical services become more attachable. The main measures should be built, such as the enforceable cooperative system, the integration mode between family accounting and entire accounting, and the medical certification system. The purpose of these kinds of measures is to integrate social medical resources and make the medical services become more attachable as well; thirdly, the construction of the rural social relief system takes subsistence allowances as the key points and the financial investment must be increased to the system for ensuring a minimum standard of living by central and provincial governments; fourthly, integrating the existing resources is the main task for rural welfare system construction. The effective ways should be taken such as identifying division of work between government and society, inducing the social capital invested for rural social welfare system supply, decreasing government's funds to guarantee the construction of pre rural social endowment insurance system, new rural cooperative medical service system and rural subsistence allowances system.However,there are still more problems left for further study with the construction of rural social security system of sichuan province such as how to design the goal and steps of the construction and how to be harmonious with the well-off target,etc.
