The Study On The Subueb Farm's Strategic Ability In The Process Of City Expansion

The suburb farm, as an important strength of our country agriculture system, is facing the good development opportunity and the challenge during the city expansion. In opinion of strategic management, the city expansion causes the strategic environment of the suburb farm to have a tremendous change, whether the farm has held the opportunity what the city expansion bring up, the key lies in the suburb farm strategic ability. Based on enterprise strategy ability theory and the analysis of the characteristic of city expansion in our country, this paper discusses relations between the city expansion and the suburb farm development, the variation of suburb farm strategy environment and the developmental strategy adjustment. Furthermore, this paper establishes the appraisal target system of suburb farm strategy ability profited from the analytic hierarchy process, utilizes this target system to analyze the model suburb farm strategy ability characteristic, and points out the measure and the analysis of the suburb farm's strategy ability cultivation and application. The city expansion's effect is enlarging city scale, increasing the urban population and so on, Compared with other type farm, the suburb farm, lying in the city peripheral, has relatively developed economy, multipliable industrial structure, the better market growth and high the productive forces level. The city expansion changes greatly suburb farm strategic environment, urges the farm adjust its strategic development pattern. The fourth part, the analysis and the appraisal of suburb farm strategy ability. At first, the paper elaborates that suburb farm strategy ability consist of such five element as the farm strategic resources, core ability, entrepreneur ability, innovation ability and the enterprise culture, referring to the farm management system, the organizational structure, technical, the resources, the capital operation, the industrial structure and so on. The suburb farm strategic ability appraisal target system is constructed profited by the Analytic Hierarchy Process. Applying this appraisal target system, this article analyzes a typical suburb farm, and the overall characteristic of suburb farm strategy ability. Fifth part, the cultivation and application of suburb farm strategy ability. Through raising the farm leader's ability of formulating and to carrying out strategy, transforming the farm organizational structure, synthesizing the farm strategic resources, innovating enterprise culture, constructing rich human resources, can cultivate the suburb farm strategic ability, impels the farm to hold the strategic opportunity, achieves its strategic target. Yuntai farm of Jiangsu Province, to be situated at the Lianyungang city suburb, is a typical suburb farm. Under the development background of in the Lianyungang city greatly expanding, the analysis, the survey, the cultivation and the application of Yuntai farm's strategic ability have confirmed the above conclusions.For the first time, in aspect of the strategic ability, this paper proposes that in our country urbanization advancement, how the state-owned suburb farm strengthens the strategic opportunity consciousness and the ability of grasping strategic opportunity, enhances the strategic management level, promotes farm strategy reforming and fast developing. The article has theoretical and practical significance for popularizing the farm enterprise strategy management, solving the suburb farm strategic adjustment, enriching farm management theory.
