As one of the largest fishery country in the world, the fishery economy of China has had a rapid development since the policy of reform and opening-up was implemented. The production of aquatic products, the number of fishing vessels or the number of fishing practitioners are on the top of the world. However, a large gap can be found between the rapid development of fishing industry and the corresponding poor fishing operation safety work. At present, we have facing some problems, such as weak foundations for safe operation, more repudiating debts, generally low level fishermen, poor safety awareness, unsound fisheries insurance security system and poor risk prevention capacity, those problems, to some extent, restricted the safe and sustainable development of fisheries economy.In order to truly implement the guideline of "safety first, focusing on prevention and comprehensive management" and fundamentally resolve the "stop-gap measures" and "exhausted" situations existed in fisheries safety management, according to the national conditions and the truth of marine fisheries operations, the paper point out the importance and necessity of setting up long-term mechanism on management of safe fisheries operation in the new era based on the summing-up of our fisheries safe operation managements. The paper analyze the main factors that impact safe fisheries operations and main problems existed in the current management on safe fisheries operations, explore long-term mechanism on management of safe fisheries operation that suitable to national conditions and the truth of marine fisheries operations preliminarily and point out the countermeasures with realistic guiding significance, including perfecting the system of laws and regulations to form new law and regulation framework of protecting the development of safe fisheries operations, establishing public education and training system to raise the level of safety awareness and technical quality of fisheries practitioners, improving supervision and management system to carry out the responsibility system for operation safety at every level, increasing the scientific and technological support capacity to establish strengthen fisheries strategy of "using science and technology to prosper safe fisheries operation; setting up early-warning monitoring and controlling system to improve the forward-looking capacity of fisheries safety management; establishing emergency rescue system to improve the capacity of responding to and disposal of heavy or serious accidents; establishing the investment security system to strengthen the construction of infrastructure, and so on.The paper utilize the theoretical knowledge on the government's functions in administration and public policy analysis and the methods of in situ survey, compilation of desk's materials, refining of experiences and analog analysis and judgments to provide some constructive advices and suggestions to fishery administration departments at every level for implementing the works on safe operations, earnestly increase the level the fishery administration departments at all levels to control the works on safe operations, and promote stability of safe fisheries operations in China through studying the construction of long-term mechanism on management of safe fisheries operation.
