Research On Long-term Mechanism Of Rare Earth Industry Management In China

Rare earth is an important natural resources and widely used in national defense and civilian fields.China is a major country with rare earth.For a long time,China has relied on rare earth export control policies to manage rare earth.Export tariffs and export quotas of China's rare earth have been abolished in 2015.Under this background,It's significant for China to evaluate the performance of rare earth industry management policy,establish long-term mechanism of rare earth industry management and put forward effective policy.This paper sets up an evaluation index system to evaluate the performance of rare earth industry management policy by using AHP and PCA.On the basis of empirical research,this paper puts forward suggestions.The empirical study of this paper indicates the following results:First,China's rare earth industry policies have reached its policy expectations.During the severe period of the rare earth industry policy,the protection situation of rare earth resources,industrial development and the development of Listed Companies were all improved.On the contrary,the protection situation of rare earth resources,industrial development and the development of Listed Companies get worse.Second,the trend of China's rare earth industry policy performance is consistent with the evolution of export control policy.The score of China's rare earth industry management policy performance decreased year by year during the period of export tax rebates.The score rose again during the period of export tariffs and export quotas,then fell again after China abolished export tariffs and export quotas.On this basis,this article establishes the long-term mechanism of rare earth industry management.The long-term mechanism of rare earth industry managementAccordingly,this paper puts forward several suggestions for establishing the long-term mechanism of rare earth industry management:First,improving the tax system of rare earth to promote the sustainable development of the rare earth industry.Improving resource tax and environmental protection tax,promoting the establishment of ecological restoration tax.Second,improving the foreign investment system of rare earth to promote the development of green technology.Strictly control the upstream resources and encourage innovation and cooperation for downstream applications.Third,establishing traceability system of rare earth.Forth,developing replacement and recovery technology of rare earth.Fifth,promoting the integration of internet technology and the rare earth industry to accelerate the rare earth industry's development.
