With the deepening of China's political and economical reform, the rapid development of China's economy, and especially China's entrance into WTO, the international commerce increases dramatically. In this connection, it urges the customs to enhance the ability of service and guard. The issuance of new Civil Service Act shows the maturity and systematization of the government's adminstration system and the civil servants. The everchanging national and international situation makes the execution of customs more complicated. The quality and ability of the civil servants needs a comprehensive improvement.Training is the best way to enhance the quality of the officers in customs, to ensure the strictness and quickness of the practice, to ease the short of manpower. During recent years, Dalian Customs reinforces the on-site training, and has established a relatively systematic, training system. However, judging from the actual results, the aspects, like demand analysis, course design, training methods and follow-up, still need the improvement.Based on the studies of the modern training theories, the training methods for customs of the advanced countries and the survey of the current situation of Dalian Customs, the author aims to use the blended training methods to integrate the customs training sources to forge an on-site training plan. After the research of the application in a certain position, the issues for special attention are concluded. The article aims to improve the training system of Dalian Customs and the result of the on-site training. Meanwhile, it will serve as a reference for the training of all the officers in the civil service area.
